There is a perceived need for a replacement to the first Severn Bridge, which will possibly become unserviceable as corrosion takes its toll of the metalwork.

Plans to put a road across the top of a barrage assumes that motor car traffic will continue to be significant during the lifetime of the barrage, which it may not, as climate change responses and Peak Oil ([http://en.wikipedia.org/wiki/Peak_oil]) come into play. Therefore it is better to plan for a rail link than for a road. Rail would occupy less space on the barrage top .

There is also the matter of Marine Transport

High Water Level will be lowered in the ports of Avonmouth and Sharpness if the Barrage is installed, which will impact on their effectiveness.

Mitigation of this effect needs planning. It is possible that dredging could keep the ports open.
A barrage will have gates to allow ships to pass.
